What Henderson is

Henderson is the seat of Henderson County, 27,981 people at the 2020 census in a county of 44,793. It was established in 1797 and incorporated in 1840, named for Richard Henderson, the land speculator whose company bought the tract from the Cherokee. Before that it was called Red Banks, for the reddish clay bluffs above the Ohio, and that clay is worth remembering because it is what the town’s earliest brick was made from and what its foundations sit on. By the 1880s Henderson County was the largest dark-tobacco market in the world, exporting to Britain, and the tobacco money built the brick warehouses, churches, and merchants’ houses that still line the downtown grid.

The bluffs did something else useful: in the 1937 flood that put 500 blocks of Evansville under water at a 53.74-foot crest, Henderson’s elevation largely spared it. So while Evansville’s river neighborhoods rebuilt behind a levee, Henderson’s 19th-century brick survived intact, in quantity, and mostly on well-drained ground. The county recorded 20,047 housing units in 2020, 63 percent owner-occupied, and the city 13,190.

Henderson’s brick and what it needs

Downtown and the older residential streets, 1820s to 1920s. Soft brick, much of it from local clay, laid in lime mortar. The tobacco-era commercial blocks, the churches, and the houses on the streets running back from the river are the same generation as Evansville’s Riverside district and fail the same way when repointed in hard Portland mortar: the joint holds and the brick face spalls. Mid-century and post-war Henderson. The brick ranches and two-stories that grew out toward the bypass and the Audubon parkway are hard brick in Type N or S mortar, and the failures are the familiar ones: cracked mortar-wash crowns, rusted steel lintels showing as stair-step cracks off the window corners, and sills that have lost their slope. Weather

Henderson shares Evansville’s climate. The 1991-2020 normals for Evansville Regional Airport, the nearest first-order station, count 92.6 nights a year at or below 32 degrees against only 15.5 days that stay frozen, so the brick freezes and thaws roughly 77 times a winter, with 45.31 inches of annual precipitation and the wettest months in March, April, and May. NWS Paducah puts the average last spring freeze at April 6 and the first fall freeze at October 29, which sets the April to November mortar window on both sides of the river.

Licensing and permits: Henderson does it differently

Kentucky licenses electricians, plumbers, and HVAC contractors at the state level, not masons, so the City of Henderson requires its own license. The city’s contractor licensing guidelines put masonry on the specialty contractor list explicitly, and the license is required “even if a permit is not required for your work.” It runs $125 a year on a calendar-year term, needs a City of Henderson occupational license, $250,000 in general liability coverage, and Kentucky workers’ compensation insurance or a signed sole-proprietor affidavit, and the city issues a sticker for the work vehicle. Building permits of any kind are not issued without proof of the contractor license and the occupational license. Homeowners doing their own work on a one- or two-family home they will live in for two years are exempt from the license by affidavit, but any contractor they hire must be licensed and listed on the permit.

Permits inside city limits go through the Office of Code Enforcement at 100 Fifth Street. In the unincorporated county, the Henderson County Codes Department at 1990 Barrett Court, Suite H, issues building permits and enforces the state building code. Like-for-like repointing is maintenance and generally needs no permit; structural lintel work and chimney rebuilds may.
